President Jakaya Kikwete yesterday unveiled an expanded Cabinet comprising both new and familiar faces in what is seen as a delicate balancing act performed by the head of state.

However, those who had hoped to see a trimmer Cabinet were disappointed after seeing the number of ministries swell from 19 to 22, although the number of state ministers in the offices of the president, vice-president and prime minister fell to seven from eight.

Entirely new ministries created by President Kikwete are East African Co-operation Affairs, Planning, Economy and Empowerment, Infrastructure Development and Public Safety and Security.

As expected, President Kikwete dropped the majority of ministers who were in the previous Cabinet. Fourteen of the 26 ministers in former President Mkapa’s government have been excluded from the new Cabinet.

They include Charles Keenja, formerly Minister of Agriculture and Food Security, George Kahama (Co-operatives and Markets), Prof Philemon Sarungi (Defence and National Service), Daniel Yona (Energy and Minerals), Anna Abdallah (Health), Omar Ramadhan Mapuri (Home Affairs) and Gideon Cheyo (Lands and Human Settlements Development).

Others are Dr Pius Ng’wandu (Science, Technology and Higher Education), Hassan Ngwilizi (State, President’s Office, Regional Administration and Local Governments), Dr Abdallah Kigoda (State, President’s Office, Planning and Privatisation) and Wilson Masilingi (State, President’s Office, Good Governance).

The list also includes William Lukuvi (State, Prime Minister’s Office, Policy), Arcado Ntagazwa (State, Vice-President’s Office, Environment) and Edgar Maokola-Majogo (State, Vice-President’s Office, Poverty Reduction).

Keenja, Sarungi, Anna Abdallah, Cheyo, Ngwilizi, Kigoda, Masilingi and Lukuvi have been left out despite winning parliamentary seats in the December 14 general election.

Those retained include Prof Mark Mwandosya, who is the new Minister of State in the Vice-President’s Office responsible for the Environment.

He previously held the Communications and Transport portfolio.

Another familiar face in the new Cabinet is Dr Asha-Rose Migiro, who becomes Tanzania’s first ever woman Minister of Foreign Affairs and International Co-operation after serving in the Community Development, Gender and Children docket in the previous government.

Andrew Chenge, attorney general in the previous government, is the new Minister of East African Co-operation Affairs while Zakia Meghji makes a return as Finance Minister after previously holding the Natural Resources and Tourism portfolio.

Dr Juma Ngasongwa is also back in the Cabinet, but this time as Planning minister after his stint in the previous government as Industry and Commerce minister as is Joseph Mungai, who now holds the Food Security, Agriculture and Co-operatives portfolio. Mungai was previously Minister of Education and Culture.

Basil Mramba, who was Finance minister for five years in Mkapa’s government, is now Minister of Infrastructure Development while John Pombe Magufuli has been moved to the Lands and Human Settlements Development ministry after serving in the Works docket in the previous government.

Prof Juma Kapuya, formerly Minister of Labour, Youth Development and Sports, now heads the Defence and National Service docket while Harith Bakari Mwapachu becomes the new Minister of Public Safety and Security after serving as Justice and Constitutional Affairs minister.

Muhammed Seif Khatib returns to the new government as Minister of Information, Culture and Sports.

He was previously Minister of State in the Prime Minister’s Office responsible for Information.

Dr Mary Nagu, formerly Minister of State in the President’s Office responsible for Public Service Management, is the new Minister of Justice and Constitutional Affairs.

President Kikwete has lived up to his promise of appointing more women to the government by naming six women ministers, including Dr Nagu, Meghji and Dr Migiro.

Others are Hawa Ghasia (State, President’s Office, Public Service Management), Margaret Sitta (Education and Vocational Training) and Sofia Simba (Community Development, Gender and Children). The previous government had four women ministers.

Ghasia, Sitta and Simba are among the host of new faces, who also include Philip Marmo (State, President’s Office), Nazir Karamagi (Industry, Trade and Marketing), Prof David Mwakyusa (Health and Welfare Development Minister) and Prof Peter Msola (Science, Technology and Higher Education).

Others are Prof Jumanne Maghembe (Labour) and Dr Shukuru Kawambwa (Livestock Development).

The new Cabinet also includes four members who held deputy ministerial posts in Mkapa’s government.

They include Dr Hussein Mwinyi (State, Vice-President’s Office, Union Affairs), Mizengo Pinda (State, Prime Minister’s Office, Regional Administration and Local Governments), Dr Ibrahim Msabaha (Energy and Minerals) and John Chiligati (Home Affairs).

A notable appointment is that of Stephen Wassira, who is the only person to have been appointed minister in a CCM government after spending some time in the opposition.

Dr Cyril August Chami, who won for CCM the Moshi Rural parliamentary seat that had been in opposition hands since 1995, has been appointed Deputy Minister of Foreign Affairs and International Co-operation.

The new Cabinet is due to be sworn in at State House tomorrow.
