Situated in Wenjiang District, Chengdu, Sichuan, the park was initiated in 1992 as Chengdu Taiwanese Investment Zone. It was ratified in 1998 as Chengdu National Cross-Straits Technology Industrial Development Park by the Taiwan Affairs Office of State Council and Ministry of Science and Technology of PRC and enjoys preferential policies of a state-ranked hi-tech industry development zone. The approved zone covers an area of 6 kilometers, while the zone will cover an area of 50 kilometers as perspective layout area. It is the only state-ranked cross-straits technology development zone in west region, a major modern light industry base, an intensive Taiwan businessmen investment area, and one of the three state-ranked development parks mainly constructed. In recent years, relevant ministries of China, provincial and municipal government attach particular importance and support policies, talents, technologies and capital to the Park, which expand to "the major modern light industry base in west region and the intensive Taiwan businessmen investment area", definitely stated by Chengdu municipal government.

With using successful experiences about construction and development of Xinzhu S&T Park, Taiwan and Gaoxiong Export Processing Zone for reference, the park is planned in accordance with the international standard of Class Two industrial zone by Taiwan Zhongxin Consultants, McKinsey Co. and other domestic and overseas famous design companies. The park is divided into several functional areas, namely, a cultural area, a CBD and a residential area. The zone has
formed a pattern of "eight vertical and ten horizontal main roads" and realized "seven accesses and one levelling", which means that water, electricity, gas, heat, road, communication, water sewage treatment and broad band internet have been supplied and the road is levelled. So it has a perfect set of infrastructure of underground pipeline network, natural gas, dedicated water works, transformer substations and telecommunication, etc.

437 industrial projects have been introduced from the U.S., Japan, Thailand, Australia and Taiwan and Hong Kong of China. 205 of them have been completed and put into production, among which 28 are invested by Hong Kong, Taiwan and foreign countries, 17 are high-tech enterprises, 16 of which have an output value of over 100 million Yuan.
