Die Ausbreitung der Demokratie – eine Komponente der Globalisierung?

Seit den 1980er Jahren, und verstärkt nach dem Fall der Berliner Mauer und dem Zusammenbruch des kommunistischen Regimes in der Sowjetunion, wurden in vielen Staaten auf der ganzen Welt autokratische Herrscher von demokratisch gewählten Regierungen abgelöst. Diese Entwicklungen spiegeln sich in international vergleichenden Demokratiemessungen wider, bei denen Experten anhand eines vorgegebenen Kriterienkatalogs die Staaten der Welt hinsichtlich ihres Demokratisierungsniveaus einschätzen. Wie Tabelle 3zeigt, haben vor allem Osteuropa, Mittel- und Südamerika sowie das südliche Afrika zwischen 1972 und 2002 einen Zuwachs an Demokratie erlebt, aber auch in Asien hat die Zahl der repressiven Autokratien ab- und die Zahl der Staaten, die mit der Durchführung von freien Wahlen zumindest das Grundmerkmal einer Demokratie aufweisen, zugenommen.
