This is now the de-facto best book to introduce new readers to the Rasch family of measurement methods.

This is an excellent, clearly written presentation of Rasch measurement. I was not trained as a psychometrician, but as a psychologist and I was able to follow the case being made for IRT and learned a great deal. Perfect for the non-specialist. Would be great as an introductory text.

While I think this is an adequate Rasch model text, I actually found that the Engelhard book "Invariant Measurement" was more inclusive on measurement theory and history.
