Profit-Making or Profiteering? Proprietaries Target Teacher Education - For-profit institutions are targeting some higher education core areas. University of Phoenix targets core areas that are in high demand in the marketplace. Phoenix only targets states with fast-growing populations and is currently seeking the right to do business with several more. Training and retaining teachers has become a �hot spot� in the rapidly changing educational field. Phoenix has become an attractive option to adult learners and eligible teacher education applicants who have been turned away by state universities because of limits to state funding. Will proprietary/for-profit institutions and nonprofit private universities that operate satellite campuses in other states steal the teacher education market from their public competitors? Will the proprietary/for-profit institutions reshape entry teacher education profession, eventually forcing traditional institutions to change?
