Proper COM:FOP Israel; The file in question (and many more similars), have been appearing in a permanent exhibition for months, in Kikar HaHatufim ("Kidnapped Square" aka Category:Hostages Square).
So, there is no justification for deletion. This posters together with the posters of other abductees has been hanging since October 2023 after the abduction, on nany fences in Israel.. The posters were not taken down because the war continues, and there are about 140 more abductees that Hamas refuses to release. See Commons:Deletion requests/File:Kfir Bibas 9 months old Was brutally kidnapped to Gaza together with his brother Ariel Bibas 4 years old . not yet released.jpg The picture there was not deleted Hanay (talk) 13:03, 22 January 2024 (UTC)[reply]
Also pay attention to the VRT permissions that some of the designs have. Hanay (talk) 13:09, 22 January 2024 (UTC)[reply]
In General
VRTS Ticket:2023122710003649 contains permission regarding to the text and the design of the posters of w:en:Kidnapped from Israel. So first, its a general  Keep for me per this example.
Embedded Pictures
Regarding the pictures embedded in the posters (or, "Is it necessary to censor and blur the images inside the posters?"): In my humble opinion there is a proper COM:FOP Israel here (as @Hanay quoted, from my explanation there). A source from which the existence of the FoP of the permanent exhibits in the square can be deduced - here.

Comment The freedom of panorama rules and my explanation for why these don't meet those rules are at Commons:Deletion requests/Files in Category:Call for the return the abducted of 2023 Israel–Hamas war. The Squirrel Conspiracy (talk) 17:25, 25 February 2024 (UTC)[reply]
Hi @The Squirrel Conspiracy,
Did you read the source I attached? If you want, you can read the article with Google Translate.
And please, my arguments also add beyond this aspect...

The Squirrel Conspiracy, Similarly to this discussion, not all of the images that are in the current discussion require the permission of the copyright owner because their use is marginal, that is - Commons:De minimis.

For example, There are no posters or pictures of abductees in these files:

In these files the images are a small part of a larger work:

In these files the images are not essential, so removing them will not make the file unusable:

In these files, the images are shown in insufficient detail and/or with insufficient clarity:

These files show pictures of the murdered and not of the abducted, which as explained in previous discussions are in a permanent state and are used for commemorative purposes:

In my opinion there is no need to delete the files whose main element is not pictures of abductees. At the same time, the issue of the permanence of the posters must continue to be investigated, only for the files in which the images of the abductees are a central element that is clearly displayed so that its removal renders the file useless. Kept: No consensus for general deletion. No prejudging relisting individual or smaller carefully sullected subsets of images. --Infrogmation of New Orleans (talk) 02:28, 12 April 2024 (UTC)[reply]
