In this, the first comprehensive account of post-Independence politics in Zimbabwe, Jeffrey Herbst poses a series of questions which focus on state institutions and yield testable propositions about state autonomy and allocation processes.

These questions are addressed through case studies which focus on the redistribution of land, policies on agricultural producer prices, foreign investment, the marketing of minerals, allocation of health-care resources, and the setting of minimum wage levels.

The case studies provide material for broader analyses of the politics of racial accommodation, the interplay of ideology and pragmatism, the role of the ruling party, and the leadership of Robert Mugabe.

VOTING FOR DEMOCRACY: A Study of Electoral Politics in Zimbabwe

The author argues that the determination as to whether a country is democratic or not is ultimately settled by that country's electoral system. Using Zimbabwe's 1990 general and presidential elections as a case study, Professor Moyo analyses not only the institutional context of the electoral process but also the attitudes and profiles of the voters. He concludes that Zimbabwe's 1990 elections were, objectively speaking, neither free nor fair.

The 1990 elections were particularly important in that they were contested, in the main, between the ruling ZANU(PF) party, whose constitution sought the int reduction of a one-party state, and the Zimbabwe Unity Movement (ZUM), which was formed specifically to oppose one-party rule. Hence the elections became a matter of "voting for democracy". Within that context, this analysis is a significant contribution to the study of politics in post-colonial Africa.
